May 7, 2019 Meeting Minutes
Somewhere after meeting 4, the minutes stopped stating which meeting they were for, so I’m just putting in the date for the meeting.

Top of these minutes, you can see the meeting was held at the Barker’s home on Ghost Canyon. This was an annual trustee election, the 4th annual meeting. The board at this time was (apparently) unaware that ALL meetings are to be open. So, we just had annual meetings open, and everything else was just the board. A habit I’m sorry to say, has been held over to this day, even after letting the current board know it was never legal.
Rose Barker’s position was open and Crystal Farrokhi had previously told Rose she would do it. I know this because I have the email from Rose telling me that Crystal expressed interest and would be good in the position. However the other steps necessary for a nomination were never taken, so they seem to have just run it like a nomination from the floor.
Secretary’s Report: Minutes from the last meeting held May 1st, 2018 were read by Rose Barker. Dick Amundsen made motion to approve. 2nd by Jennifer Jernigan. All ayes. None opposed. Minutes approved.
It appears that we are not even providing meeting minutes for non-annual meetings. The meeting minutes shared above were the previous years annual election meeting.
The treasurer’s report just shows that the board use to share more details than it does now. Also, that the board believed early on that they could simply annex properties without discussion. And they did so, for many years.
Discussion of Mag water. Makes it sound like a good thing. During the winter, most of us changed our minds, but the topic still comes up and again and again. If your road district is contemplating the use of mag water, do some research. If you are the type of person to trade up your new vehicle every couple years, you may not ever notice the corrosive nature of mag water.
Those of us who don’t feel the need to replace a vehicle that works perfectly fine, are going to notice the rust caused by this mag water. Again, do your own research and you will likely find there is a correlation between the rust on vehicles on mag water roads and those that aren’t, while still in the same area.
Moving on- By-law amendment: On April 30, 2019 via e-mail the board unanimously voted to approve the following addition to the bylaws:
The principle address of the Road District for transaction of its business will be the address of the current treasurer or to be determined by the board. Meetings of members and Trustees can be held at such other places designated by the Board of Trustees.
The minutes state there was an email meeting of the board on April 30. It seems to be just the board where we discussed and voted on bylaw amendments with no comment or notice to the members. Just a heads up, email meetings are still meetings.
“Around the neighborhood”- I apologize again for my ignorant but still inexcusable involvement in this whole thing. At this time, I thought I was being helpful. Neighborly. I was really just being used.
And then there was the election. What we need to take note of here is that Rose’s position was vacant, but legally it was actually vacated 10 months prior. The Barkers sold their property on Saddleback Drive, no doubt in no small contribution to the improved road in front of that property, and therefore Rose was no longer a landowner in the district. Not a landowner? Can’t be a member or a trustee or a voter. They left the district much as they came in- not legal Landowners. Not legal Members. Not legal Voters. Not legal Trustees.
